Central Region Leads Off by Announcing 2008-09 Leadership Training Schedule

 Little League Baseball's Central Region Headquarters has released its 2008-2009 schedule of clinic dates and sites. The Central Region Staff will continue to host the following clinics at the Ruben F. Glick Little League Central Region Headquarters, unless otherwise noted: (Please be advised that all of these dates are tentative at this time and subject to change)Central Region Leadership Trainings are provided as a service to members of chartered Little League organizations.  Volunteers must be at least 18 years of age to attend these trainings.

The Ramada Inn at 42nd and Pendleton Pike is available for offsite overnight accomodations.  Contact Sharon in Reservations at 317-614-2445 and ask for the special Little League rate.  Click here for a list of other hotels in the area.

DA/ADA Seminar:  Saturday, November 1st, 2008
71 DAs and ADAs took time from their busy schedules to attend this annual seminar.  THANK YOU!  Thanks also to Dan Kirby, Director of Risk Management at Little League International, for attending and speaking about ChoicePoint.  Attendees heard a presentation on the 2009 rules via a web conference with Nick Caringi, Senior Director of Operations and Education at Little League International.  Also discussed in detail were Little League forms and DA expectations.  New to this year's seminar was round table discussions, where DAs and ADAs gave feedback on League Retention, District Finances and Tournament Umpire Requests.  Thanks again to all who helped make this year's seminar a success!

CENTRAL REGION HITS THE ROAD!!

Furthering our commitment to help each chartered program become the best it can be, we will once again team up with District Administrators and local volunteer personnel to bring the education and support of the "Little League Road Show" to a community near you.

The "Road Show Clinic" is a local league administration clinic, with an available umpire clinic component, that allows volunteers to have direct access to the resources that can help their leagues become more organized and operate effectively and efficiently.  The clinic revolves around the presentation of "A Year in the Life of Hometown Little League," in which the workings of a fictional league are followed throughout an entire year.  This format provides local league administrators an opportunity to review the latest information on Little League rules, equipment, and programs, while creating a forum to speak directly to Little League Staff members.

The Central Region is currently planning the schedule of these clinics within different locations/states throughout the region.  The following sites will be visited during the 2008-2009 season:


Appleton, Wisconsin: Wisconsin District 2- Host: Randy Kroll, DA, WI-2
A separate Umpire Clinic will be offered in conjunction with this Road Show.

Little League Announces Change in Umpire/World Series Policy

The policy regarding the maximum number of World Series assignments a volunteer umpire may receive has been changed.

Previously, a Little League volunteer umpire was permitted to umpire only two different World Series tournaments in baseball and/or softball. Also previously, there was no minimum time limit between those two World Series tournaments. 

  
The new policy places no limit on the number of different World Series tournaments in baseball and/or softball that an umpire could work. However, the new policy places a minimum four-year hiatus between each of those assignments - during which the volunteer umpire must continue to provide his/her services to the local league/district.

With these additional opportunities spread out over a number of years, it is our hope these veteran umpires will continue to lend their expertise to the Little League program beyond their most recent World Series assignment.
Here are the conditions that apply:

1. Any umpire who has been assigned to a World Series may apply for another world series at a different level. 

2. It must be at least four years since the last assignment. (Example: An umpire works a 2009 World Series. That umpire once again becomes eligible under this condition to be recommended in 2012 to umpire a different World Series in 2013. If that umpire works a World Series in 2013, that umpire again becomes eligible under this condition to be recommended in 2016 to umpire a different World Series in 2017.)

3. An umpire may only be assigned to any one of the eight World Series one time.

4. An umpire that has left the Little League program for one season or more must re-qualify once again with all the required recommendations and umpire at least four years from when that umpire came back into the program.

The Central Region Staff sends out a HUGE thank you to all of the volunteers who helped make the 2008 Tournament a success.  Without the countless hours of our many dedicated volunteers, the event would not be possible.  We have received positve feedback from the teams that participated, thanking us for making the event so special for the players, coaches and their families.  We appreciate you and your commitment to the best youth sports program in the world!!

Indiana District 7 Administrator Shirley Ferguson visited the Central Region Tournament on August 6th just to check in and make sure things were in order.  The Central Region staff and volunteers were pleased to have the opportunity to visit with Shirley!

Keep the Flags Flying!

As many of you know, the "Champions Walkway" has been completed and is a very attractive and impressive addition to the Center (see photo below).  The walkway is lined with all the state flags of our region.  In order to keep the state flags flying as often as possible, we have asked the District Administrators to help provide us with the flags or the money to purchase the flags.  The project was presented to the Regional Advisory committee and received their full support.

To date we have already received flags or the money to purchase flags from:

--Indiana (from all Districts)
--Kentucky (from District 1)
--Michigan (from District 2 and 11)
--Minnesota (from Districts 1 and 4)
--Ohio (two flags from District 3)
--Kansas (1 flag from District 2)
--Iowa (from all Districts)
--Wisconsin (2 flags from District 1)

BE A PART OF THE CHAMPIONS WALKWAY
If you are interested in a way to permanently recognize those who support the preservation and advancement of the Little League program and the great tradition that it represents for young boys and girls throughout the Central Region and throughout the world, a brick on the "Champions Walkway" is a great idea.

Constitution Reviews and Updates

When was your league’s constitution last updated?  Is it in compliance with Little League Regulations?  The constitution should be reviewed annually and winter is a great time to do it! Any changes must be approved by the Membership, (not the board) and Regional Headquarters, in writing, before the amendment is put into effect.  A draft of the proposed amendment can be sent to Regional Headquarters before or after the Membership approves it.  However, it is recommended that the proposal be approved by Regional Headquarters before it goes to the Membership.  We suggest that you use the Model Constitution provided by Little League.  Click to download the Constitution.

Local Rules, Ground Rules and Bylaws
Remember, your league’s local rules, ground rules, and bylaws are developed, maintained, and approved annually by the Board of Directors, and are not considered part of the Constitution.  NONE of your local rules should conflict with Little League Rules, Regulations and Policies.  Also, existing Little League Baseball Rules, Regulations and Policies should not be re-stated in your local rules, as it invites conflicting interpretations.  Local rules, ground rules and bylaws expire each year (unlike the constitution, which governs the league meetings, etc., until it is amended by the Membership and approved by Regional Headquarters.)
