2006 Girl’s Fastpitch Regulations


A. SCHEDULES
1. All games must be played as scheduled. No mutual agreements between managers may be made
          to change the date or site of game.
2. Games will be played and start at the scheduled time.
3. In the event of inclement weather, a recording will be available after 3:30 PM Monday
          through Friday, and Saturdays after 8 AM. The phone number is 451-6188. Cancellations
          will be recorded.
4. In the event of postponement due to unfavorable weather, the Recreation Division will
          reschedule the game and notify the managers within 24 hours.
5. Should a game be called due to light failure, it will be considered a suspended game and will
          be picked up from the point of suspension at a later date.
6. Reschedule notices are sent out of this office within 24 hours. Any team representative
          who has not received a notice within four (4) days of a cancellation should call to
          find out why they have not received anything.
7. All games (regularly scheduled and rescheduled) will be on the website within 24 hours
          of the cancellation

B. ROSTERS
1. A roster of no more than 20 players with registration cards, copies of birth certificates
          (and where applicable, copies of school ID or report cards) must be turned in at the Recreation
          Office prior to the first game.
2. The minimum roster requirement will be 10 players. At least 10 completed registration cards
          with the required accompanying documents must be in the Fastpitch Office on or before 5:00pm
          on Friday, June 9th. If this deadline is not met, that team will forfeit their
          first scheduled game of the season regardless of when the cards are processed after that date.
3. Rosters will be open through July 7th. Teams may add or delete players up until this point but
          may at no time have more than 20 players on the current roster.
4. All paperwork required for player registration must be turned in for at least 24 hours before
          the player is eligible to play in a game. Town Recreation Staff will have updated rosters on
          hand at all times and may declare a player ineligible. If the player is not properly registered,
          that team will forfeit that game and any other games that player has appeared in.
5. Should an opposing manager challenge a player's eligibility, the player in question must fill
          out a player challenge card. Failure to comply will be interpreted as grounds for forfeit.
6. Players may compete on only one team in the Town of Brookhaven Program.
7. Once a player has appeared in a game with a team, she cannot change to another team or league.
8. Any player who is 17, 18, or 19 years of age must also show a copy of a school document
          (transcript or report card) proving that they are either still enrolled in school or have just
          graduated in June of 2006.
9. Roster cards will not be accepted at the field.

C. PROTESTS
1. Protests must be made verbally (before the next live ball) to the umpire and official scorekeeper,
          and in writing to the Recreation Division within 48 hours after the game. A ten-dollar ($10.00)
          money order payable to BOA must accompany any written protest (Refundable if you win protest).
2. Only those protests in accordance with the USSSA RULE BOOK will be considered.

D. STANDINGS and PLAYOFFS
1. Standings: 2 points will be given for each victory and 1 point for each tie.
2. In the event of a tie in the standings, the tie will be broken first by head to head competitions.
          If still tied, run differential (runs scored minus runs allowed) in head to head competition.
          If still tied, a coin toss.
3. All teams in the each league will qualify for the Play-offs.
4. Play-off seeding is determined by the final standings in league play. Play-offs will be single
          elimination to determine League Champions.
5. Team and individual awards will be presented to League First Place teams and players. Team and
          individual awards will be presented to the League Play-off Champions.

E. PLAYER CONDUCT
1. Managers are responsible for their conduct and the conduct of their players and fans. In order
          to keep play under control, all managers should be advised that failure to follow the rules of
          good sportsmanship will result in removal from the game, and possibly suspended from future
          games or league play.
2. Use of profanity may result in automatic ejection from that game.
          UMPIRES ARE ADVISED TO STRICTLY ENFORCE THIS RULE.
3. The Brookhaven Town Recreation Division reserves the right to discipline participants for
          unsportsmanlike conduct. If necessary a hearing will be conducted by the ethics committee.
          Individuals will receive written notification of any action taken by said committee.

F. TIME LIMITS
1. There will be a 1 hour 50 minute time limit. No new inning may start after this time. An inning
          must be completed, and any game shortened by the time limit will be considered official.
2. A team must have at least eight (8) players on the field. A team without the proper number of
          players will have 10 minutes before a forfeit is declared.
3. A team with nine (9) players must start their game.
4. A team may bat ten (10) and field nine (9). The decision to use 10 players must be made before
          the game starts.
5. A team may start a game with eight (8) players in order to avoid a forfeit. However, every time
          that the ninth (9th) spot in the batting order comes up, it will be an out. A late arriving
          player may be inserted in the ninth spot in the line-up at any time. A 10th batter may not be
          added after the game has started.
6. If a game starts after the scheduled time due to late arriving players, the time limit will be
          extended for the number of minutes the game was delayed (up to ten minutes).

H. BROOKHAVEN TOWN RUN RULES
1. All age groups will follow the same mercy rules, those being 15 runs after 4 innings,
          and 10 runs after 5 innings. If it is the home team which is down either 15 runs or
          10 runs they MUST have the opportunity to bat in their half of the inning, the mercy
          rule is not a drop dead rule.            

I. BROOKHAVEN TOWN PLAYER EJECTION RULE
1. Any player/manager ejected from a game will be ineligible as indicated:
          1st Offense: Next two (2) games. If the ejected individual does play in the next two games
          a forfeit will be awarded to the opposing team. The player/manager will still be required to sit
          out their games.
          2nd Offense: Any player/manager ejected for a second time will be declared ineligible for
          the remainder of the season, including Playoffs and/or Tournaments.
2. NOTE: In addition to the above suspensions, further disciplinary action may be taken against
          the ejected player and/or manager after a hearing by the ethics committee.

J. AGE BRACKETS
1. There will be three divisions using USSSA guidelines;
          19-under, 16-under, and 14-under.
2. The cutoff date will be January 1 (as stated in the USSSA rulebook). Whatever the player's age is
          on January first determines her bracket eligibility.
3. All players must turn in to the Softball Office a copy of a birth certificate or other legal document
          stating their date of birth before they will be allowed to play. (Driver’s license or passport is
          acceptable; Baptismal records are not.)
4. Any player who is 17, 18, or 19 years of age must also show a copy of a school document (transcript
          or report card) proving that they are either still enrolled in school or have just graduated in June
          of 2006.
5. Players may play "up" an age bracket but may never play "down". A 14 year-old player may play
          in the 16-under bracket, but a 15 year-old may not play in the 14-under bracket. Players who
          are underage by more than one year must have prior approval from the Fastpitch Office before
          they will be allowed to play "up". (A 13 year-old needs prior approval to be on a 16-under roster.)

K. FORFEITS AND TEAM AVAILABILITY
1. A team must have 8 players at the field in order to play. You may not play with less than eight
          (8) players. Any team unable to field 8 players by ten (10) minutes after scheduled start time
          will forfeit that game. (In the case of a double-header the team in question shall have 10
          minutes for the first game, and then an additional 10 minutes to field a team for the second
          game, NOT ten minutes after the start of the second game's scheduled time).
2. Advance notice of 24 hours before game time is required when a manager realizes that a team
          cannot be fielded. Any ONE DATE forfeited at the field or with less than 24 hours notice before
          game time, the forfeit fee will not be refunded to that team. A manager that calls in a forfeit
          to the Fastpitch Office more than 24 hours before the game time will not be penalized the forfeit
          fee.
3. A team that forfeits any TWO DATES without notice will be removed from the league without
          a refund of any fees or registrations and will be placed at the bottom of the waiting list
          for the following season.


L. MISCELLANEOUS
1. Playing rules contained in the official USSSA Rule Book will govern play in all leagues,
          except where the town rules conflict.
2. The Town Scorekeeper will determine the ground rules, peg down bases, and supply softballs.
3. Five (5) minutes of infield will be given to both teams when possible. Visitor will take
          infield first. The home team may remain on the field after infield practice.
4. A team may intentionally walk a batter without throwing a pitch.
5. Saturday games should be expected. Teams should also expect that rain-outs will be re-scheduled
          for the following Saturday (A rain-out on Tuesday will be made up that Saturday). In the event
          of excessive rain, Fridays may also be used for make-ups. If we get really backed up, we may
          schedule 3 games per evening at 5:30, 7:15 and 9:00.
6. New for 2006: Helmet must be NOCASE approved with a NOCASE-approved face mask/guard
          with visible NOCASE stamp!
